Enacting Decentralized Systems and Amendments for Identity, Financial Transactions, Voting Records, Asset Records, and Digital World

By the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Decentralized Systems for Identity, Financial Transactions, Voting Records, and Asset Records

Purpose

The United States of America recognizes the inherent right of individuals to have control over their identity, financial transactions, voting records, and asset records. In pursuit of this principle, the United States shall establish and support decentralized systems that allow for the secure, private, and voluntary management of these aspects of individual life. These systems shall be designed to be transparent, incorruptible, and resistant to censorship or tampering.

Decentralization of Identity

Every citizen shall have the right to choose to decentralize their identity, ensuring that they have full control over their personal information. Decentralized identity systems shall be recognized as legally valid and equivalent to traditional forms of identification within the United States.

Decentralization of Financial Transactions

The United States shall enable decentralized financial systems that provide citizens with the choice to conduct financial transactions using secure, blockchain-based technologies. These transactions shall be recognized as legitimate and equivalent to those conducted through centralized financial institutions.

Decentralization of Voting Records

The integrity of the democratic process is paramount. The United States shall develop and implement decentralized voting systems that ensure transparency, security, and the inviolability of each vote. Citizens shall have the option to participate in federal, state, and local elections through these systems.

Decentralization of Asset Records

Property and asset records shall be able to be maintained on decentralized platforms, providing citizens with a secure, transparent, and unalterable record of ownership. These records shall be recognized by all levels of government as legally binding.

Amendment on United States Coinage and Digital Receipts

Use of Silver and Gold Coins

The United States shall reaffirm the legal tender status of silver and gold coins. In conjunction, the Treasury Department shall develop a digital receipt system that allows these coins to be purchased or used for transactions both within the United States and across its borders. This system shall ensure that every transaction involving silver and gold coins is traceable and secure through blockchain technology while maintaining privacy for the individuals involved.

Cross-Border Transactions

The digital receipt system shall be recognized for cross-border transactions, ensuring that citizens and businesses can freely use these digital receipts in international commerce without unnecessary restrictions.

Amendment on Treaty and Pact with the Pacific Union

Pacific Union Treaty

The United States shall enter into a treaty and pact with the Pacific Union, establishing a cooperative framework that upholds and enforces key human rights. The rights to travel freely, maintain privacy, and transact freely across borders are to be enshrined in this treaty.

Right to Travel Freely

The United States and its Pacific Union partners shall guarantee the right of individuals to travel freely within and between member states, member countries, and member kingdoms without undue restriction, provided that such travel does not compromise national security or public health

Right to Privacy

The United States and its Pacific Union partners shall uphold the right to privacy in all aspects of personal, financial, and digital life. Decentralized systems shall be employed to ensure that individual privacy is respected and protected across all member states

Right to Transact Freely

Citizens of the United States and Pacific Union members shall have the right to engage in financial transactions involving currencies, equities, and commodities across borders without unnecessary interference or limitation.

Amendment on Taxation of Digital Receipts

Non-Taxable Digital Receipts

Digital receipts, as defined in Section 2, shall not be subject to federal income tax. State and local jurisdictions may choose to impose a use tax or sales tax on transactions involving digital receipts, but such transactions shall be exempt from income tax at the federal level.

Jurisdictional Autonomy

States and localities shall retain the autonomy to determine their tax policies regarding digital receipts. The federal government shall not impose any income tax on transactions involving these receipts, recognizing the rights of jurisdictions to govern their own tax codes as they see fit.

Encouragement of Innovation

The federal government shall encourage the use and development of digital receipt systems by ensuring that they are not burdened with prohibitive taxes, thus promoting innovation and adoption in this emerging field.

Amendment on Adoption of Decentralized Digital Worlds Framework and Declaration of Unity

Adoption of the Decentralized Digital World

The United States shall recognize and adopt the decentralized Digital World framework as an unincorporated public utility for humanity. This framework shall be based upon open standards and open-source technology, ensuring that it remains free and accessible for current and future generations on planet Earth.

Open Standards and Technology

The decentralized Digital World framework shall utilize open standards and open-source technology, ensuring that its systems are transparent, secure, and free from proprietary control. This will guarantee that all citizens have equal access to the Digital World, fostering innovation and collaboration across the globe.

Preservation for Future Generations

The decentralized Digital World framework shall be preserved as a public utility for the benefit of future generations. It shall remain free and open, ensuring that no individual, corporation, or government can monopolize or restrict access to this Digital World.

Implementation

The heads of all relevant federal agencies shall take all appropriate actions within their authority to implement this order.

General Provisions

This order shall be implemented consistent with applicable law and subject to the availability of appropriations. It is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Effective Date

This Executive Order is effective immediately upon its signature.
